Minutes of the Kick-Off Meeting for the TEMPUS Project 530194-2012

Opening and welcome remarks are made by the director Prof. Dr. Cemal Dolicanin and rector Prof. Dr. Miladin Kostic of the host university.

Director Dolicanin opens the first (morning) session and appoints Professor Bozidar Stanic as Chairperson of the Kick-Off Meeting.


Each participant to the Kick-Off Meeting is called to present his or her university (and other institutions represented), his or her department and the contributions expectedly to be deliverable to the ENERESE Project. Ms . Nina Stojanovic, as Representative of the National TEMPUS Office of Serbia, gives a short overview of the management of TEMPUS projects, the responsibilities of the Project Coordinator and the participants and the Monitoring Activities of the National TEMPUS Office.  See the list of speakers as included in the program.

Professor Stanic welcomed the participants.


-       He gives an overview of the budget of the Project, informing the participants about the budget cuts as decided by the TEMPUS Executive Agency and he explains the accompanying consequences for the participants in the Project. The budgetary information will be sent to all participants. Participants are informed about their obligations to arrange for specific well-identified Project accounts and for co-financing assurance in agreement with the contract conditions of the Project. He explains further that three payments are contractually made, depending on the disbursement procedure of the TEMPUS Executive Agency: Pre-financing (60%) and when70% of the 1st pre-financing has been disbursedand not later than half way through the eligibilityperiod (15th April 2014 for 3 years projects) then the further pre-financing (30%) will be transferred to coordinator and finally Payment of Balance (max 10%)

Project participants are referred to the presentation  given by  Mrs. Nina Stojanovic from the National TEMPUS Office during the FIRST SESSION.

All participants must provide contact details and any other relevant information about administrative persons (Accountancy Departments, Controlling Departments etc.) of their universities who carry responsibilities for financial affairs. Similarly, all participants must provide information about Bank Accounts of their universities.  


A presentation about the Quality Assurance Management System at SUNP was given by Mr. Irfan Hodzic, Head of QA office at SUNP, in order to demonstrate procedures and instruments in use at the host university.

Professor Stanic explains his opinion about the outcomes of the project from the point of view of Quality Assurance. He identifies three main outcomes.

(1)    The most important outcome should be that, at the six western Balkan universities participating in the Project, in total 120 students are enrolled (60 for each academic year) before the TEMPUS project comes to an end. By the start of the Academic Year of 2013 – 2014, the first generation should be enrolled and the second generation of enrolled students should start with their studies one year later.  In order to obtain this outcome, the Project participants (with assistance of their staff of universities) will have prepared (1) a Curriculum of the ENERESE Study Program, (2) descriptions of the contents of each Course of the Study Program, (3) appropriate course material (for lectures, lab work, assignments, etc.) 

(2)    Sustainability will have to be achieved through accreditation of the Study Program. In WB Universities, Accreditation must be obtained before the Start-up of any Study Program. This can be understood as a kind of Pre-Accreditation giving permission to the Educational Institution to actually enroll students and start up. In the long-run, this Accreditation and the success of the Study Program should set signals and incentives to the governments of the six western Balkan universities motivating them to guarantee a continuation of the Study Program sponsored by public grants after TEMPUS funding has terminated.

(3)    Eventually and for the same motivation, an outcome should consist in assisting in and monitoring of successful employment and career development of graduates by the six western Balkan Universities.

Within this context, a fruitful discussion takes place about (1) the precise contents (subjects) of teaching activities (individual courses, lab sessions, assignments), (2) the specific profiles, educational experiences and capabilities of the participating departments of the six western Balkan universities and (3) the challenges for a practical integration of specific topics (“single-disciplinary type”) into multi-disciplinary topics (“energy efficiency”, “renewable energy”, “environmental impact”) in order to achieve an overall meaningful educational concept for the ENERESE Study Program. It is clear to all participants that the ENERESE Study Program is intended to be multi- and interdisciplinary but it is not clear which “single-disciplinary knowledge base is” required for students to fit into this multi- and interdisciplinary context for them to graduate successfully.

Several participants quote examples of such “single-discipline” contents, such as modeling and calculating heating requirements in buildings, thermodynamics, thermal processes, combustion, etc. The question becomes: How to teach such subjects, if at all, within the interdisciplinary context (energy efficiency, renewable energy and environmental impact studies) of the ENERESE Study Program? Moreover, if this is possible, does this mean that the six western Balkan universities should each set their own priorities within a joint ENERESE concept (still to be established) with adaptations to their specific profiles, characteristics and educational strengths and capabilities?

At the beginning it was proposed  to set up two teams from the partners to come up with a solution of the problem as seen from the points of view of (1) Mechanical Engineering and (2) Civil Engineering. After a detailed discussion, the proposal is modified and only one team of participants of the six west Balkan Universities should be established to clarify this matter, preferably in a specific seminar, in the mid of January 2013, about this issue to take place when work on the first work package is in progress.


Professor Stanic informs about the formal obligations of the Project coordinator to report about the outcomes to the TEMPUS Executive Agency. There are two formal reports with deadlines set by the EACEA. He urges all participants to prepare their contributions well in advance and in line with the official time sheets. Since each work package has its own Responsible Participant, it is the duty of each Responsible Participant to co-ordinate the contributions of the other participants in order to prepare the work package Report.

Professor  Stanic opens the second day of the Kick-Off Meeting.


He informs about the first two work packages to be delivered before the start-up of the Winter Term of the Academic Year 2013 – 2014. Participants are referred to the overviews slides attached to these minutes for details about the contents, in particular with respect to the tasks of the six western Balkan universities and the four activities included in each of these two packages. 

WORK PACKAGE ONE – Responsible Partner is the University of Nish – is to be finished by 15 April 2013.   As mentioned during the AFTERNOON SESSION on Friday, November 30, 2012, a special meeting with key persons from the six western Balkan universities has to be organized to solve the problem raised during that session. This meeting must be scheduled in January 2013. As a prerequisite, all data about relevant existing study programs touching upon or related with subjects of the ENERESE Study Program content should be available.

WORK PACKAGE TWO – Responsible Partner is the University of Belgrade – must be terminated on 15 October 2013. Since this package relates to the design of the ENERESE Study Program (Curriculum, Description of Courses, Preparation of Course Materials etc.) and since the Study Program should start in the Winter Term of 2014, Accreditation, as explained above (SECOND (AFTERNOON) SESSION of Friday, November 30), must simultaneously be prepared, obtained and assured.

Note 1: Prof. Dragoslav Sumarac remarks that legal requirements for licensing engineers in matters of energy efficiency should be considered and taken into account during the completion of this work package. It should be an objective of the ENERESE Study Program that graduates have an opportunity to obtain such a license after fulfilling the legal and administrative requirements. 

Note 2: Professor Stanic remarks that the Curriculum of the ENERESE Study Program should enable for the selection of specific courses on Rational Use of Energy (RUE) also applicable to Life-Long-Learning programs and activities.

He closes the Kick-Off Meeting and expresses his gratitude to the participants for their presence and their co-operation.
