The Project's content and Methodology



This project will be realized as a Joint Project through four development (WP.1-WP.4) and other four different (WP.5-WP.8) work-packages following the current Tempus priorities and general Tempus guidelines. Coming from the spotted needs for significant improvements of existing curricula at WB partner universities the proposed project of two years (120 ECTS) Master study programme “Energy Efficiency, Renewable Energy Sources and Environmental Impacts” (ENERESE) is defined with main objectives related to better interaction between WB partner universities and enterprises for timely preparation of the university graduated master students for the needs of labour market.  The proposed project will be developed in coordination with all 14 consortium members from Western Balkan and EU countries. This has to be interdisciplinary study programme where different specialists like mechanical, civil, electrical and HVAC engineers study together with architects in the area related to rational use of energy where the environmental performance of buildings, constructions and hybrid systems are enhanced. 
To find the optimal study programme it is necessary to define the strategy for the proper programme in the proposed field of RUE. This task has to be achieved through WP.1 in the first six months of project duration. The special preparation package will be developed in the framework of WP.1 which has to enhance the number of BSc engineers of different specialities to qualify for efficient study (e.g. to open possibility for the engineers of technology and mining to enroll this programme). The development of new restructured master study programme has to be done through WP.2.  The curricula has to be composed of two main academic packages. The general basic package should cover the basic principles and understanding of the energy performance of building directives, national and European framework and legislation together with the selected topics in applied mathematics and methodology of scientific research. The second package is educational package oriented to the new technologies where the different compulsory and elective subjects will be developed and offered in two different modules. The first module will be related to the energy efficiency in buildings and renewable energy sources and the second one to the HVAC and hybrid systems and renewable energy sources. The environmental aspects as well as the management of resources and environment will be covered by the several subjects common for both modules. The final specialization will be achieved through the master theses in the last fourth semester of study. This activity will be realized for the period of eight months in the first project year. The academics from 11 universities (six from Western Balkan and 4 from EU consortium members) will be involved in the development and implementation of proposed interdisciplinary master study programme.  The methodology improvements for the new master programme will be realized in the period of eighteen months in the first and second project year through WP.3. The WB and EU partners will appoint teaching staff to join workgroups for preparation of educational material according to the recommendation at the course definition workshop. The teaching staff will be carefully selected from the Universities of Serbia (Novi Pazar, Belgrade and Nis), Bosnia and Herzegovina (Sarajevo, Banja Luka) and Montenegro (Podgorica) and have to be trained at EU consortium member’s universities. The purchase of a planned equipment and new books will enable modernisation and upgrading laboratories and libraries in WB partner universities.
The implementation of developed master programme will be realized for the 24 months during the second and third project duration. The academic profile has to include natural resources in the area of energy, materials and environment. The first three semester will be covered (each with 30 ECTS points) with mandatory and elective courses, combining theoretical and practical work. The courses will provide new opportunities for students to receive complementary specialised education and training in the field of rational use of energy. The last fourth semester will be devoted to the preparation, writing and defence of final project/master thesis. 
The modern pedagogical approach will be applied where students-focused methodology will be introduced. The developed master study programme has to be applied as the pilot programme at all WB partner universities in coordination with all partners from EU. After the project duration the courses have to be realized by permanent teaching staff from WB partner countries. Freshly graduated BSc engineers can continue their study as the full time students while the professionals (already working as employed engineers) will be enrolled as part time students (long life learning). The developed and implemented modern and flexible interdisciplinary two years master programme at WB partner universities will be compliant with European standards and directives as well as with Bologna requirements. Research visits inside Western Balkan and EU countries will be organized and combined with the coordination meetings to gain the first-hand knowledge on Rational Use of Energy (RUE) programmes. Two workshops will be organized at Universities of Nis and Belgrade to write the report containing recommendations for the new curricula. Recommendations have to be sent to relevant stakeholders, policy makers for the integrated and sustainable rational use of energy. At the end of the project the final meeting will be organized at SUNP where the acquired experiences will be presented and discussed and guidelines for their further implementation in WB partner countries will be created.
In order of implementation of these activities study visits for representatives of consortium members from WB partner countries to EU, as well as visits for professors and associates from universities in EU to WB partner countries in order to exchange experiences and knowledge will be realized. These visits will be combined with the visits related to coordination meetings in order to reduce the travel costs. Enhancing university-enterprises communication channels presents strategic orientation for WB society in order to achieve number of objectives: development of knowledge based society and economy, increase of economic growth, and increase the quality of human resources and employability.  By the implementation of pilot Master study programme, during the project duration at least 24 lecturers and assistants from Western Balkan countries will be retrained, at least 12 best students, from six WB partner universities, trained at 5 weeks seminars in EU partner universities, 120 students enrolled and 40 graduated. The EU partners will provide training materials and trainers. Teaching facilities will be upgraded and the practical work improved. The purchase of adequate equipment will take place along with the aforementioned activiies. The recognized growing market in the area of Rational Use of Energy as one of the key sectors in the near future can lead to economic progress in Western Balkan countries. The labour market will be supplied with the corresponding highly educated labour force.
Re-established interdisciplinary concept of curricula should present significant contribution to improvement of student applicative knowledge and skills and their employment opportunities. It is important to mention that this project will not deal only with curriculum reform but will strictly try to improve connection between Universities and enterprises. Enhancing university-enterprises communication channels presents strategic orientation for WB society in order to achieve number of objectives: development of knowledge based society and economy, increase of economic growth, and increase of quality of human resources and employability. For the time being  interdisciplinary studies in WB partner countries are weakly developed. This is caused by tradition that classical studies were (and still are) usually based on a single scientific field. In edition, interdisciplinary studies were hardly possible due to the former laws in high education according to which it was very complicated for different WB universities and faculties to create a common study programme. However, new law motivated by Bologna process has improved this part of high education.
The internal and external quality control activities have to be assessed during the ENERESE project by coordination of quality assurance offices of consortium members and their close cooperation through WP.5. Target groups will be teachers, students and consortium partners representatives from Serbia, Bosnia and Herzegovina and Montenegro. The evaluation criteria and evaluation will be adopted at the first coordination meeting. Representatives from the partner institution will carry out continuous monitoring of work plan realization in a close cooperation with the contact person from the applicant organization. The Benchmarking between Western Balkan and EU universities in the area of energy efficiency, renewable energy sources and environmental impacts will be used as a diagnostic tool focused on collaboration and learning to achieve continuous improvements in the organization over time. It is expected in the academic community in WB partner universities that the project ENERESE will give a substantial contribution to the reform of HE in WB partner countries in line with  the Bologna procrss by helping to establish interdisciplinary oriented master study programme.
